On one hand, the migration of homeland security and other critical networks onto civilian infrastructures creates unprecedented vulnerabilities — both because the exponential growth of communication traffic leads to spectrum saturation and reduced system sensitivity, and because civilian networks are highly fragile in the face of malicious attacks (such as power outages or physical sabotage) and natural disasters.

On the other hand, rapid advances in signal intelligence (SIGINT) and electronic jamming are increasingly targeting military infrastructures in high-intensity combat, directly threatening defense operations and their continuity.
